One of the most important functions of Graphic Media Alliance is identifying legislative and regulatory issues before they become operational challenges for our members. While much of this work happens behind the scenes, a current issue developing in California highlights the value of industry collaboration and proactive advocacy.
California Senate Bill 343 (SB 343) establishes strict requirements governing when packaging and products may be labeled as "recyclable" or display the familiar chasing arrows recycling symbol. The law is scheduled to take effect later this year and has raised concerns among manufacturers, packaging producers, consumer brands, and industry organizations across the country.
In March 2026, a coalition of 21 trade associations representing retailers, manufacturers, packaging suppliers, food producers, paper product manufacturers, and other affected industries filed a lawsuit challenging portions of the law. Among the organizations participating in the effort is Print Creative Alliance, one of APAN's national industry partners. The lawsuit argues that certain provisions of the law may create confusion, limit the use of qualified recycling claims, and present significant compliance challenges for businesses operating across multiple states.
While the case remains ongoing and no final determination has been made, industry organizations are closely monitoring developments and working to ensure that the concerns of manufacturers and suppliers are represented throughout the process. Additional legal questions surrounding implementation, enforcement, and association membership coverage continue to be evaluated as the litigation progresses.
Through our membership in the Americas Printing Association Network, Graphic Media Alliance remains actively engaged in these discussions and is working alongside industry partners to help protect the interests of print, packaging, and graphic communications companies that may be impacted by future regulatory requirements.
At this time, no action is required by GMA members. However, we encourage companies that produce printed materials, packaging, labels, or products distributed into California to stay informed as this issue develops. Graphic Media Alliance will continue to monitor the situation and provide updates as additional information becomes available.
